Phase I : 1988-1993

The first cooperation agreement between the governments of Canada and Quebec was signed on June 3, 1988. This date marked the start of a harmonization of the governments' activities relating to the protection and development of the St. Lawrence. Working closely together and within the framework of their respective jurisdictions, the governments of Canada and Quebec agreed on a set of objectives to be achieved in the areas of conservation, restoration, protection and monitoring of the state of the environment (environmental technologies).

By the end of this first phase, major progress had been achieved in terms of cleaning up the water and safeguarding the ecosystem of the St. Lawrence. Details of these actions are presented in the Five-Year Report 1998-1993.
