Integrated management of dredging and sediments
Integrated management of dredging and sediments (IMDS) refers to the organization of dredging operations and related activities, including management of sediments, contaminated or not, according to a set of rules and processes to which all parties concerned adhere, keeping with the objectives of sustainable development. One of the objectives of IMDS is to facilitate co-operation among the various stakeholders in the planning and execution of dredging and sediment management. IMDS also provides a means to finding optimal solutions for protecting the natural environment, considering the sediment quality and the expected impacts on the environment, while remaining realistic from a socio-economic perspective.
The integrated management approach should therefore be based on integration and co-operation in applying decision-making processes used in Quebec to the various aspects of dredging and the restoration of contaminated sediment sites. It should also consider the value of the riparian environments and coasts affected by this type of activity. This decision-making framework should include the analysis of all aspects of the environment (physical, biological, socio-economic, cultural, etc.), benefit from the advantages of long-term planning and be based on accurate knowledge of regional dredging management possibilities. The project management approach should be based on a comprehensive approach and better scientific understanding, and founded on an overall vision that covers the project rationale, assessment of the potential environmental impacts of the dredging and site restoration activities, sediment management options, disposal site selection, and environmental monitoring and follow-up of these activities. The approach should also ensure adequate information sharing among the various organizations responsible for evaluating.
